ประวัติความเป็นมา

            การพัฒนาการเกษตรทางด้านปศุสัตว์ในช่วงแผนพัฒนาฯ ฉบับที่ 5 และ 6 ติดต่อกันมาส่งผล ให้การผลิตสินค้าเกษตรด้านปศุสัตว์มีมากขึ้น โดยคิดเป็นมูลค่าสินค้าเพิ่มจากประมาณ 4,000 ล้านบาท ในปี 2526 เป็นประมาณ 14,000 ล้านบาท ในปี 2534 อย่างไรก็ตามการเพิ่มประสิทธิภาพทางการผลิตยังมีอัตราเพิ่มไม่สูง มากเนื่องจากเกษตรกรในชนบทหลายพื้นที่ ยังขาดความรู้ความเข้าใจ ในการผสมผสานการผลิตและดัดแปลงใช้ เทคโนโลยีเพื่อเพิ่มปริมาณปศุสัตว์ที่มีสุขภาพสมบูรณ์ ให้ทัดเทียมกับความต้องการของตลาดสากล เพราะฉะนั้น การสนองนโยบายในการพัฒนางานด้านปศุสัตว์ตามแผนพัฒนาฯ ฉบับที่ 7 จึงควรเร่งรัดและขยายการปฏิบัติงานเพื่อเพิ่มประสิทธิภาพในการพัฒนาปศุสัตว์ ให้เกิดประโยชน์ต่อเกษตรกรมากยิ่งขึ้นอย่างทั่วถึง โดยเฉพาะอย่างยิ่งในพื้นที่ภาคตะวันออก ซึ่งกรมปศุสัตว์กําหนดเป็นเขตปลอดโรคปากและเท้าเปื่อย และเป็นพื้นที่นําร่อง ในการปรับปรุงคุณภาพปศุสัตว์สําหรับส่งออก เพื่อทํารายได้เข้าประเทศให้มากยิ่งขึ้น ทั้งนี้เป็นการเสริมฐานะทาง เศรษฐกิจของเกษตรกรผู้เลี้ยงสัตว์ทําให้มีคุณภาพชีวิตดีขึ้น

          โครงการจัดตั้งศูนย์วิจัยและชันสูตรโรคสัตว์ภาคตะวันออก จึงกําเนิดขึ้นตั้งแต่ปีงบประมาณ 2536 เพื่อรองรับภารกิจตามหน้าที่ต่อจากสถาบันสุขภาพสัตว์แห่งชาติ ในพื้นที่ปศุสัตว์เขต 2 รวม 9 จังหวัดทางภาคตะวันออก ทั้งนี้กรมปศุสัตว์ได้จัดสรรงบประมาณแผ่นดินให้เป็นสิ่งก่อสร้าง, วัสดุ, อุปกรณ์, ครุภัณฑ์, และเครื่องมือต่างๆ รวมเป็นเงิน งบประมาณแผ่นดินประมาณ 54 ล้านบาท อาคารที่ทําการของศูนย์ฯ ได้ก่อสร้างบนพื้นที่ดินบริจาค ของ คุณสมบูรณ์ โอเจริญ รวม 2 แปลง 50 ไร่ ในตําบลคลองกิ่ว อําเภอบ้านบึง จังหวัดชลบุรี ในระยะแรกของการก่อสร้างและเตรียมงานติดตั้งเครื่องมือบนที่ทําการต้องใช้เวลานาน 4 ปี จนกลางปีงบประมาณ 2539 ศูนย์ฯ จึงเริ่มปฏิบัติงานได้ระดับหนึ่ง โดยยังมีข้อจํากัดของจํานวนและคุณภาพของบุคลากร

           Veterinary Research and Development Center-Eastern Region (VRDC-ER) was established in 1995 in Chonburi to provide laboratory services in 9 eastern provinces (Region 2). VRDC-ER is a member of the Department of Livestock Development laboratory network which are comprised of the National Institute of Animal Health (NIAH), Food and Mouth Disease Regional Reference Laboratory (RRL), Veterinary Biologics Assay Center (VBAC) and 8 regional laboratories (VRDCs). The mission of VRDC-ER is to support the animal health prevention and control in eastern region through veterinary diagnostic services, surveillance activities and epidemiology data analysis. The VRDC-ER provides accurate and timely diagnostic information to support animal disease control, animal health management for veterinarians, local veterinary officers, farmers and researchers. The VRDC-ER play a major role of national strategy plan on foot and mouth disease free zone, highly pathogenic avian influenza surveillance program, rabies eradication campaign and food safety laboratory services. The VRDC-ER also provides active surveillance of zoonotic diseases, detection of emerging diseases through the development and application of new diagnostic methods and training for veterinarians and graduate students. The VRDC-ER structure is divided into 3 main sections with 10 laboratories and equipped with diagnostic facility that offers comprehensive testing in the fields of microbiology, molecular biology, virology, pathology, immunology, toxicology, food safety and epidemiology.  The laboratories are accredited for veterinary testing by the Department of Medical Science, Ministry of Public Health using a quality system based upon ISO/IEC 17025 and OIE standards.
